The UK continues to generate hundreds of thousands of new businesses each year, but the probability of a business surviving its first five years has declined over the last two decades.

At the same time, fewer SMEs are engaging with external business support, while councils, government and delivery organisations are being asked to improve economic impact, increase reach and demonstrate stronger value for public money.

Closing the Business Survival Gap explores whether emerging technology could help address some of these challenges — not by replacing business advisers, but by enabling human expertise to be used more effectively.

Drawing on national evidence, diagnostic data from 200 founders, experience supporting approximately 375 entrepreneurs, and early evaluation data from NextGen Launchpad pilots, the report examines the commercial weaknesses visible at the start of the founder journey and considers how a more diagnostic-led, AI-enabled and human-supported model could strengthen the existing business support ecosystem.

AI should strengthen human intervention, not replace it.

The central argument of the report is not that AI should replace existing business support.

Instead, it explores the potential for technology to operate as an enabling layer within the existing ecosystem — helping to diagnose need, test business-model viability, identify priority interventions, connect founders with specialist support and finance, accelerate execution and track progress over time.

THE EARLY EVIDENCE

What changed for founders during the Launchpad pilots?

Across the early Launchpad pilots, 33 participants completed feedback. The strongest reported outcomes closely reflected the commercial weaknesses the model was designed to address — particularly customer targeting, marketing strategy, business clarity and financial understanding.

of respondents said they would recommend Launchpad.

reported better clarity around their target customer segments.

reported greater clarity around how to market effectively to those customers.

reported a better understanding of their revenue and profit potential.

Early improvements were concentrated around commercial decision-making.

The strongest reported changes were not simply increases in general confidence. They were improvements in areas directly connected to commercial viability: understanding who the customer is, how to reach them, how the business could generate revenue and whether the underlying model makes financial sense.

These areas are closely aligned with the commercial gaps identified through The NextGen's earlier diagnostic research, suggesting that the intervention was addressing areas of need already visible within the founder population.

More helpful than previous start-up support.

Among the 23 respondents who had previously accessed another start-up workshop or programme, 17 considered Launchpad more helpful.

These findings represent immediate participant outcomes rather than evidence of improved long-term business survival. The next stage of evaluation is to determine whether improvements in customer targeting, commercial clarity, financial understanding and confidence translate into stronger rates of business creation, revenue growth, employment, finance readiness, resilience and ultimately survival.
